President Donald Trump has opened an official website and waiting list for the “Trump Card,” a $5 million investor visa that he says will give wealthy foreigners expedited access to U.S. permanent residency and, ultimately, citizenship. The card is marketed as conferring rights similar to a green card without requiring separate congressional approval. In a Truth Social post, Trump said more than 15,000 applicants joined the list within the first 24 hours, representing potential revenue of about $75 billion. Commerce Secretary Howard Lutnick later told reporters that registrations had risen to 25,000, implying $125 billion in commitments. Trump has floated selling up to 10 million cards, which he claims could generate as much as $50 trillion to cut the federal deficit. The administration portrays the program as a premium replacement for the EB-5 investor visa, whose minimum investment threshold is $800,000. Applicants would still have to clear standard background and national-security vetting, according to officials, but the higher price is intended to fast-track processing and limit demand to high-net-worth individuals. Critics have labeled the initiative “citizenship for sale,” arguing it monetizes immigration policy and could favor applicants from opaque wealth sources. Supporters counter that the scheme would attract investment and provide a significant new revenue stream without raising taxes. Legal scholars say the plan may face court challenges over whether conferring residency benefits by executive action alone can withstand judicial scrutiny.
